ALISON STEWART: For a few years now, we’ve been hearing a great deal about the nation’s housing recovery. But recent reports suggest that trend might be slowing. Mortgage rates rise slightly to 4.33% | South Salem NY Homes

Average U.S. rates on fixed mortgages rose this week with the spring home-buying season beginning. Mortgage buyer Freddie Mac says the average rate for the 30-year loan rose to 4.33 percent from 4.27 percent last week. The average for the 15-year mortgage increased to 3.39 percent from 3.33 percent.   Mortgage rates have risen almost a full percentage point since hitting record lows about a year ago. Warmer weather has yet to boost home-buying as it normally does. Rising prices and higher rates have made affordability a problem for would-be buyers. Sales of new homes fell 14.5 percent in March to a seasonally adjusted annual rate of 384,000, the Commerce Department said Wednesday. Single-family homes, condominiums and townhomes sold at an estimated annual pace of 5,253,464 in March, an increase of 0.4% from February and up 8% from a year ago, according to RealtyTrac’s March and Q1 2014 Residential & Foreclosure Sales Report. This report includes all sales, not just new home sales , which took a beating in March, dropping 14.5% for the month and 13.3% year-over-year. “The housing market showed signs of coming out of hibernation in March after a sluggish fall and winter,” said Daren Blomquist, vice president at RealtyTrac. “Median home prices increased on a monthly basis following six consecutive months where they were flat or declining, and increased on an annual basis by the biggest percentage since hitting bottom in March 2012. Sales of new U.S. single-family homes tumbled to their lowest level in eight months in March, dealing a setback to the housing market recovery. The Commerce Department said on Wednesday sales dropped 14.5 percent to a seasonally adjusted annual rate of 384,000 units, declining for a second consecutive month. February's sales were revised up to a 449,000-unit pace from the previously reported 440,000-unit rate. Economists polled by Reuters had forecast new home sales at a 450,000-unit pace last month. Reversing four weeks of straight declines , mortgage applications climbed 4.3% from last week, according to the Mortgage Bankers Association ’s weekly survey of mortgage activity for the week ending April 11, 2014. The Market Composite Index, a measure of mortgage loan application volume, increased 4.3% on a seasonally adjusted basis from one week earlier. The Refinance Index increased 7% from the previous week. The seasonally adjusted Purchase Index increased 1% from one week earlier. The refinance share of mortgage activity increased to 52% of total applications from 51% the previous week. The adjustable-rate mortgage share of activity remained unchanged at 8% of total applications. Freddie Mac chief economist Frank Nothaft just published a blog on their websites laying out where the housing market is headed this spring . And like Fannie Mae , the outlook is rosy compared to winter . And while the three main facts backing up Nothaft are listed here, there are many more intersting point mentioned on the Freddie Mac blogpost. Nothaft writes, "as we move to a purchase market, how does the overall housing market stack up?" Only about 17% of the 350 metro markets in America have seen a return to or growth beyond their last normal levels of housing activity, according to the National Association of Home Builders /First American Leading Markets Index. Exactly 59 metros can be said to have fully recovered. This represents a net gain of 11 metros year over year. Notably, a large number of the most recovered metros are in and around renewed petroleum activity – places in West Texas and North Dakota. The index’s nationwide score ticked up to .88 from a March reading of .87. This means that based on current permit, price and employment data, the nationwide average is running at 88% of normal economic and housing activity. For single-family permits and home prices, 2000-2003 is used as the last normal period, and for employment, 2007 is the base comparison. A little more than a quarter of metros saw their score rise this month and 83% have shown an improvement over the past year, the report says.

While national trends for troubled properties are improving, there are 19 states where newly started foreclosures are heading higher, according to data released Thursday. In March, there were foreclosure filings on about 117,000 properties throughout the country, up 4% from February, but down 23% from a year earlier, online foreclosure marketplace RealtyTrac said. Such filings include default notices, scheduled auctions and bank repossessions. In addition, trends show national improvement: For the first quarter, there were about 342,000 properties with foreclosure filings, also down 23% from a year earlier. Looking nationally, the pipeline of foreclosures has narrowed since the housing bubble burst. The past year in particular has seen a rebound for the U.S. housing market, with rapidly rising price s enabling many troubled borrowers to gain equity. Once a booming industry, U.S. wind power saw its growth plummet 92% last year as it wrestled with tax uncertainties and cheap natural gas. The industry is still growing but not nearly as fast, says a report Thursday by the American Wind Energy Association. It added a record 13,131 megawatts of power in 2012 but that fell to only 1,087 MW last year — the lowest level since 2004. One reason was investors' uncertainty that Congress would renew a federal wind tax subsidy. "People didn't know it would be passed ... so they weren't creating new projects" early last year, says AWEA's president Tom Kiernan. He says it takes about nine months to plan a wind farm, so the one-year extension in January 2013 didn't trigger a flurry of new wind farm construction until the second half of 2013.
