After hurricane Sandy destroyed Mary Jane Liu’s home in Westport, Connecticut, she found herself with the opportunity to build a house perfectly suited to her family’s needs. It was also a chance to build a house that was very energy efficient and as low maintenance as possible, in the modern farmhouse style she loved. Liu found some plans that appealed to her online, then took them to her architect, Ann Lathrop, to adjust them to work with her nonconforming lot and to have a more modern, open layout that would best work for her family. The combination of tough new rules denying qualified mortgages to applicants without the ability to repay and soaring study loan debt may be doing more than anything else to shut an entire generation out of homeownership. First-time buyer market share has fallen to 27 percent in recent months. Rising prices, thin inventories of starter homes, rising down payment requirements and tight lending standards have made it hard on first-timers trying to climb the first rung of the homeownership ladder. A news analysis by an economist at the National Association of Realtors suggests that student debt, which is now the second largest component of household debt next to mortgage debt, may have a depressing effect on home sales for years to come due a provision in the new QM rule, which took effect last month. The nation's largest mortgage lenders are rushing to keep up with the latest flip-flop from the agency that oversees mortgage giants Fannie Mae and Freddie Mac, the Federal Housing Finance Agency.    In an oddly timed email sent to a handful of reporters late Friday, Rep. Mel Watt, D-N.C.-who has been confirmed as the new head of the FHFA but not yet sworn in-made a major announcement that will directly affect mortgage rates. He said he would delay a decision made by current acting director, Ed DeMarco, to hike fees charged to lenders by Fannie and Freddie. "I felt that it was important to announce my intentions now because of the prospect that some lenders could start to price the announced changes into the market well before the effective dates of the changes outlined in the FHFA's December 9, 2013 News Release," Watt wrote in the email sent from his personal account.
